I'm not using tables because I've done my calculations. At a panelboard, I've determined Ie=0.6cal/cm2 and AF boundary in the neighborhood of 12".
Can someone cite the code section which mandates any specific clothing requirements for the operation of a CB in this panelboard ?

NFPA 70E - 2008 Edition 130.3(B)(1) Incident Energy Analysis
Arc Rated FR clothing and other PPE shall be used by the employee based on the incident energy exposure...
This is based on the incident energy at the working distance which is typically 18 inches. At 18 inches you seem to have a very low incident energy which would lead to PPE category 0 <1.2 cal.cm2
It is also based on working within the Arc Flash Protection Boundary which for you is 12 inches.
Your hands will likely need protection from arc flash since they will be closer and I prefer to wear FR clothing anyway. Once you have seen even a low level arc flash, it really gets your attention.
