 Post subject: Switchyard breaker control panels

I work for a Power Plant and have a question about Arc Flash requirements. Our 345kV breakers have Arc Flash ratings of 68 calories with a Flash Boundary of 111 ft. The breaker control panel is approx 16 ft from the breakers. The panel has local controls, but we actuate the breakers remotely. My question is regarding basic maintenance in the breaker control panels. Can we open the local control panel doors while the breaker is energized? The 'energized device' is not behind the panel door as with most switchgear. We don't require Arc Flash PPE just to walk through the area, why would opening the control panel door be different? Our intent with opening the panel door is not to actuate the breaker, just check hyd fluid levels, etc. We do not allow local actuation as the calories are too high for PPE to be effective.
