Right, the rubber is for shock protection, the leathers are to protect the rubber from damage.

This table is for arc flash protection, not shock protection, so leathers only. Unless you cross the RAB, then you need the rubber gloves. Make sense?
P.S. Looks like you have an older version of the 70E, things are a little clearer in the new version.
