We are trying to develop work rules to address utilizing our newly purchased Remote Racking devices. When connecting the remote racking device to the MV breaker, do you require Arc Flash PPE?

Not unless it is armed and could rack it in/out. Generically, 70E-2015 states that opening/closing doors requires arc flash PPE. OSHA has investigated cases of arc flash while opening doors. However every case involved exposed energized conductors (not just control circuits) behind the door and either a foreign object such as a screwdriver or in one case a loose sheet metal panel from a previous incorrect repair that fell into exposed bus. I am unaware of a case where exposed bus was not a necessary precondition. With most switchgear breakers the only exposed components are control wiring, which is notoriously exposed but cannot sustain an arc sufficient to cause an arc flash over 1.2 cal/cm2.
