Post subject:  Alternate metering methods.

Its been a while since I have done any Arcflash work and I primarily worked with the vanilla switch gears and transformers in the past. I was asked about an application of designing some machine safety/guarding for a device we manufacture that has a powerful capacitor bank (800 Jules in it). One of the plans to verify the discharge of the caps is an indicator light system that looses power and light as the caps discharge (per normal power disconnect of the system).
Is there any way that that a light system (redundant lights that are monitored) is a substitution for suiting up and metering?
Could we just replace the light with a permanent meter and use that as verification that it is discharged/safe?

Couple of things to know. The said system is contained in a box but they need to open the box after power down to move test leads from place to place.
We will power down the unit before area entry is allowed and the area will not be accessible (unlocked until 10 s have passed for the caps to be discharged).

I am primarily concerned with verifying the caps did discharge and the unit is safe for the tec. to move the leads to the next test point.

Can a light system be considered verification of a safe circuit?
Can a meter set up prior to powering up be used to verify a safe circuit?

Why not short/crow bar the cap to ground when the switch is opened, this is common on MV cap banks.
