Is there any way to open an old project file for review without the software changing the file dates?

Not that I am aware of.
I just use the normal Windows commands to copy the entire project folder and then open the copy for review, this way I preserve the original.

JBD is correct, make a copy of the folder. If it is the data you are concerned about print to PDF for a record.
