Does anyone have experience with inspectors requiring compliance with 240.87 for "optional standby" generator output circuit breakers and distribution?

Is it reasonable to argue that maintenance would only be done when the generator is off and therefore compliance with 240.87 should not be required for these devices?

I see no exceptions to NEC 240.87. All breaker with trip units capable of being set to 1200A or larger need some type of AF energy reduction.

How would you troubleshoot the emergency/backup system (i.e. voltage and current measurements) if the generator is off?
