As part of an internal review of arc flash rules for the company where I work (spanning across 3 countries...what fun), someone pointed out that in the Power Test (NETA) conference, Akhil Jhaveri published a paper discussing that DOE mandated some sort of voltmeter training requirements (16 hours worth!) in 2009.

Does anyone know where this requirement is published or what the training entails? 16 hours for how to use a voltmeter sounds far fetched. But it could easily encompass a lot of other things (such as how to properly test for absence of voltage) which would drastically increase the time needed.

The NETA paper was presented and published by Paul McKinley, Power Testing & Energization that referenced that DOE training, but I have not seen the DOE presentation.

However, I used to teach a similar class that was required training for some of my clients, an 80 hour basic electrical T/S skills course which was pretty much, "how to use a multimeter". Had tons of hands on evaluations as well and classroom and testing.
