I recall seeing an IEEE published article from way back, probably 1960's or 1970's vintage, discussing the subject of burndown and high resistance ground failures which operate undetected. Does anyone know where this is at, article title, or other pointers?

I was at Square D when Harry was the Chief Engineer. He conducted much of the research in this area.
