IEEE 1584 doesn't really provide a list of what to include. NFPA 70E attempts to do this based on what equipment is required to have an arc flash label.
Section 130.5(C) Equipment Labeling. Electrical equipment such as switchboards, panelboards, industrial control panels, meter socket enclosures, and motor control centers .. It is not an all inclusive list since there are many other types of equipment. The section also tries to add clarification with the text: “... and are likely to require examination, adjustment, servicing or maintenance while energized”
The reason the label article is important is this often drives the scope of the study. i.e. include what get's labeled. Also, if IEEE 1584 calculation methods are used (which is what the various software is built upon) the equations are valid for three phase systems and not for single phase so that limits how far you may go as well.
