Hello and welcome me to the forum. :D

If i'm working on a hot120/208 volt panel in a communication facility like Bell South or AT&T building does NFPA 70E apply?

Yes, and unless certian conditions apply you should not be doing hot work. In fact if you are a contractor they should have pre-qualiified you as 70E compliant before awarding you any work there.

Specifically exempt from NFPA 70E are ships and watercraft, installations in mines, railway power used exclusively for operating rolling stock, communications equipment under exclusive control of communications utilities and transmission and distribution work performed by electric utilities.
