As an individual I have about 15 under my belt. The company I am working for has done many more over the years and have 7 qualified engineers in modelling with various software suites, and developing mitigation techniques for individual plants.

Are you looking to develop reports for many sites, or one? I would recommend that if it is for a single plant you can hire a consultant (PM me
) to develop the report for your plant and then provide training to your personnel on the hazards, PPE, when revisions are required, etc.
Otherwise there are a number of training agencies that can help you. http://brainfiller.com/ has some great material.
