Post subject:  More specific tasks where the incident energy is greater than 40 cal/cm2
I had a few emails and comments regarding last week’s question saying I need to expand the list of tasks for the greater than 40 cal/cm2 question. This week’s question is the same as last week but with different tasks. Also this is an opinion question so whether you perform live work or not, jump right in with your thoughts.

So here we go - Expanding on last week’s question:

If the incident energy is greater than 40 cal/cm2, which of the following (additional) tasks would you consider reasonable to perform? (Select all that apply)
  • Opening a hinged door
  • Removing bolted covers - front of equipment
  • Removing bolted covers - back of equipment
  • Hooking up test equipment
  • None of these are acceptable

Opening covers is tricky because it depends on the equipment design. If there is a significant risk of dropping a cover into buskers for instance then this is different than when there is a hinge (except manhole type covers). Also different if busbars that are unlikely to move or laying up against a cover.

There is also a big difference between say voltage probes and current clamps if wires must be disturbed to attach them or if exposed probe tips exceed phase to phase spacing.

Under almost all circumstances I would say none of those tasks are permissible. However, if the consequences on NOT performing the work are an even greater risk to life than performing the work, then the work would be not only permissible, but mandatory. Years ago (I can't find a reference for it on the web) a local state police trooper pulled a citizen out of a burning car seconds before the gas tank caught fire and exploded. The state occupational safety office was set to fine the trooper for violating workplace safety policy but the governor made them stop.
