Is it likely for an arc flash incident on one branch from primary distribution panel which tripped breaker to blow a fuse in a control panel of a separate branch?

The transient that occurred during the incident could feasibly effect anything downstream of the incident, so yes it could.
As in the rapid fluctuations in voltage could cause a fuse with in a control device to draw enough amperage to melt its element.
