What is the general opinion about the lee method?
From my perspective, calculating the incident energy for 33 kV systems, is a shot way above the goal or is it?

You should be using ArcPro to determine the incident energy for 33kV systems. Not sure where you are located but this is the method recommended by OSHA here in the USA.

It was a good beginning back in the early 1980's but being theoretical, voltage was a heavily weighted component in the calculation. The higher the voltage, i.e. 33kV, the more "conservative" (shooting higher above the goal) it became. It trends orders of magnitude higher at higher voltages.
