I can say this with some certainty, if an unlicensed person performs the study and there is an accident, especially an accident with injury, where the PPE or reference for the PPE on the label was insufficient, whoever performed the study better have a long list of credentials proving his or her experience and qualifications to be doing such work, and insurance or be indemnified. Or a have whole lot of money.
