I know there's no language in NFPA 70E-2024 or IEEE-1584-2018 that specifically states that a "PE Stamp/Review" is required, but this topic has came to light as to why certain arc flash providers include the PE Stamp/Review while other's do not...

Can someone shed some light on PE Requirements for Arc Flash Studies / Arc Flash Risk Assessments in the US and Canada?

This has been discussed on here a few times. One example, but you can search for more:

Some will say that performing a study is a practice of engineering and therefore must be done by, or under the direct supervision of, a professional engineer licensed in the state where the facility being studied is located.

I can say this with some certainty, if an unlicensed person performs the study and there is an accident, especially an accident with injury, where the PPE or reference for the PPE on the label was insufficient, whoever performed the study better have a long list of credentials proving his or her experience and qualifications to be doing such work, and insurance or be indemnified. Or a have whole lot of money.
