If the energized 480V panel has a deadfront cover and has an HRC of Cat
2 or Cat. 3, is PPE required to close or open a branch breaker?

What is your NFPA 70E interpretation?

Yes it is, that is "interaction" with equipment. Obviously you are using the tables and should follow the HRC for that task
