We found this in many bathrooms on more than one site. How can this be explained?

Copper piping? I ask because I have seen when working on a farm that the sink and the cattle pens have become electrified (albeit only 15V) when the ground is not tied back to the main and is only bonded to piping and a short occurs on any equipment tied to that improperly grounded leg, or the water pump shorts out and its only ground is the water pipe. OR it could just be the flux capacitor. |
