Are EH rated boots required when an employee will never work on live equipment over 50V unless trouble shooting? 130.7(7) says that dielectric over shoes shall be required where insulated footwear is used to protect against step and touch potential. Is there a step or potential hazard when no live work will be performed?

Thanks in advance for your help.

EH rated boots are not the same as dielectric overshoes as mentioned in 130.7. Those are rubber, like gloves, and have voltage ratings(Classes), like gloves, and get tested, like gloves.

EH rated boots are nice for some extra safety (I wear em') but meet no other OSHA requirements than normal rubber soled shoes (Which are required by OSHA).
