Post subject:  Energized Work Permit

Do the specific tasks listed in the work tables (130.7 c 15 a ) that are outside the scope of testing and trouble shooting require and Energized Work Permit or its equivalent ?

The task list and EEWP requirement are independent. You have to consider the risks (shock and arc flash) for ALL tasks. The EEWP is only an administrative control to minimize exposure to the risks to those that are actually necessary. OSHA has a lot more to say about when it is appropriate. Read the letters of interpretation for the corresponding OSHA 1910.3xx.
