Why was Table 130.7(C)(15)(A)(a) deleted in the 2018 70E edition?

The Foreword in NFPA 70E-2018 states the reason that table in 2015 was modified to determine the likelihood that an arc flash could occur and was renumbered to Table 130.5(C), so refer to that table and it has basically the same info you are looking for.
Always a good idea to read the foreword as changes are discussed there.
