Post subject:  NFPA 70E 2024 Hair Nets

In the latest addition of NFPA 70E, 130.7(C)(3), the last sentence states that "If employees use hairnets or beard nets, or both, these items shall be arc rated". Does this mean that if you have a panel that is <1.2 ca/cm2 that the hair nets still need to be arc rated?

Effectively, yes. Unless you can find non-arc-rated nets that meet 130.7(C)(11). Also see (12). It should be noted that non-arc rated meltable fabrics have not been tested to 1.2 or any other IE level. Even if you were to have a batch tested, there would be nothing to stop a manufacturer from changing the formula between batches.

Isn't C11 & 12 referring to when arc rated clothing is required? If I am in a control cabinet that is .25 cal/cm2 and troubleshooting, would the arc rated hair net apply?

If C(11) and C(12) were only referring to when arc rated clothing was required, there would be no need for most of the language provided in those sections.
Also, don't forget the OSHA general duty clause.

The task mentioned appears to fit in Table 130.5(C) under the "likely" category.

What exactly is the downside of wearing an arc-rated net for this task, or even making it part of your daily uniform?

When we do an AF study and and get the incident energy values we don't base it on whether it is likely to occur or not, only if it happens this is what the hazard will be.

If you have a panel with a 7 cal/cm2 label and used Table 130.5(C) and it said no likelihood, would you tell your employee not to wear arc flash PPE?

The downside has two parts, one from a cost perspective AR hair nets and beard nets are expensive and are treated like a disposable item vs being laundered like a uniform. The other is lines in 70E like the last sentence of 130.7(C)(3) create confusion for workers who have to use PPE and safety professionals that have to create rules and procedures in manufacturing. We tell workers that less than 1.2 cal/cm2 no arc rated PPE is required but then say you must wear arc rated hair nets if they are required.

No.

Under 1.2, are non-arc rated nylon shirts and polyester pants are okay for workers to wear?
