Alright, I have been searching but cannot find any good information about this update / amendment. Is there an abstract that exists out there that actually gives information about this amendment? Is it worth purchasing? What is it?

This "update" was a minor revision to some of the text of the existing standard. The next major update is still in the works.

That's because there isn't a lot of good information in this update. It's mostly just some changes in the wording of a few sections. There is one new line that says to collect data for all equipment that is 3-phase and and operating at 208 V and 15 kV.
