Can anybody advise how I obtain certification? Can a garment be self certified if we have a fabric that is tested to EU (European) norms at 11.8Kcal or does it have to be tested as a finished garment by a North American test company? European test companies cannot advise as they have never come across the problem.
We have a product that is going to be sold throughout Europe but due to the global reach of the end user some may end up in the North American market.

North American market GARMENTS aren't third party tested. The fabric is third party tested. All the tests are ASTM standards and all are done at Kinetrics. Usually at least for "workwear" the standard is ASTM 1959.

Paul has pretty much said it all here, As mentioned the testing being done up here in Toronto at Kinectrics and the ASTM standard for the the testing of arc rated garments is ASTM F1959. You may want to contact Hugh Hoagland of Arc Wear regarding the testing of your fabric
