Would the lowest rated breaker be able to be series rated on a MLO panel? See picture

Series ratings between circuit breakers is determined by tests such as U.L. Therefore you have to consult the circuit breaker manufacture to see what combinations will work. Also, the NEC prohibits series ratings if there is any short circuit current such as motor contribution, being introduced between the two devices that exceeds 1% of the interrupting rating.

Check with the circuit breaker manufacturer's website. They should have the combinations listed.

Thanks Jim, I shouldve clarified. I have checked and they are series rated, but my question was more so for the configuration of the consectuive MLO panels

Yes, for all three of your MLO panels and the feeder breaker as there are no other fuses or breakers in between. At least that is my understanding.

As Jim mentioned: be careful about motor contribution. It doesn't take much.
