In reference to 70E, am I correct to assume that the insulating gloves are not required for simple Arc-Flash PPE, but only when crossing the Prohibited Approach Boundary?

Conversely, when the insulating gloves are coverered in leather protectors, that they are an acceptable part of the Arc-Flash PPE?

What do the Class ratings of rubber insulating gloves signify? Are they simply voltage ratings?

Yep, the class is the max use voltage, the type is the material they are made of.
