First released in 1979, this will mark the thirteenth edition. While some consider the number 13 unlucky (notice how many elevators skip the 13th floor and airplanes omit row 13?), the 2024 edition is anything but unlucky. It will continue to play a vital role in reducing injuries and fatalities caused by electrical hazards.<\/p><p data-start=\"727\" data-end=\"1062\">Due to space limitations, this article highlights only some of the more significant changes. Not every revision is included, and in some cases the language has been paraphrased. This summary is based on the information available at the time of writing. Readers should always refer to the final, approved version once it is published.<\/p><hr data-start=\"1064\" data-end=\"1067\" \/><h3 data-start=\"1069\" data-end=\"1088\">Cambios globales<\/h3><p data-start=\"1089\" data-end=\"1147\">The 13th edition has several global revisions that appear throughout the standard:<\/p><ul data-start=\"1149\" data-end=\"1772\"><li data-start=\"1149\" data-end=\"1389\"><p data-start=\"1151\" data-end=\"1389\"><strong data-start=\"1151\" data-end=\"1169\">Descarga el\u00e9ctrica<\/strong> \u2013 The word \u201celectric\u201d is now placed before \u201cshock\u201d for consistent terminology. You can be &#8220;shocked&#8221; by being surprised but in the case of NFPA 70E being an electrical safety standard, &#8220;electric shock is more suited.\u00a0 However, there are exceptions that exclude adding &#8220;shock&#8221; such as the terms \u201chearing protection boundary\u201d and \u201clung protection boundary,\u201d where \u201cshock\u201d refers to \u201cshock wave,\u201d not electric shock.<\/p><\/li><li data-start=\"1391\" data-end=\"1507\"><p data-start=\"1393\" data-end=\"1507\"><strong data-start=\"1393\" data-end=\"1407\">Protectores<\/strong> \u2013 The word \u201cleather\u201d was deleted, allowing for protectors made from materials other than leather.<\/p><\/li><li data-start=\"1509\" data-end=\"1637\"><p data-start=\"1511\" data-end=\"1637\"><strong data-start=\"1511\" data-end=\"1520\">Alcance<\/strong> \u2013 Each article now includes a scope statement located at section ABC.1, which required renumbering in some places.<\/p><\/li><li data-start=\"1639\" data-end=\"1772\"><p data-start=\"1641\" data-end=\"1772\"><strong data-start=\"1641\" data-end=\"1656\">Definiciones<\/strong> \u2013 The location of definitions has been evolving. Traditionally if a definition only appeared in one article, it would only appear in that article as ABX.2.\u00a0 Beginning with the 2024 edition, that has changed and all definitions are now consolidated in Article 100. Think of Article 100 as the &#8220;Dictionary&#8221; for NFPA 70E. However, if a definition only applies to one article, than that article will also be listed in parenthesis.\u00a0\u00a0<\/p><\/li><\/ul><hr data-start=\"1774\" data-end=\"1777\" \/><h3 data-start=\"1779\" data-end=\"1794\">Art\u00edculo 90<\/h3><ul data-start=\"1795\" data-end=\"2128\"><li data-start=\"1795\" data-end=\"1966\"><p data-start=\"1797\" data-end=\"1966\">With the addition of the scope as <strong data-start=\"1827\" data-end=\"1835\">90.1<\/strong>, the remaining sections were renumbered. Section <strong data-start=\"1871\" data-end=\"1879\">90.3<\/strong> is now titled <em data-start=\"1894\" data-end=\"1930\">Workplaces Covered and Not Covered<\/em> to better reflect its provisions.<\/p><\/li><li data-start=\"1967\" data-end=\"2128\"><p data-start=\"1969\" data-end=\"2128\"><strong data-start=\"1969\" data-end=\"2001\">90.5(C) Material explicativo<\/strong> \u2013 New language clarifies that if a referenced standard does not include a date, the reference applies to the latest edition. This is a common occurrence. As an example, IEEE 1584 is referenced but no date is provided.\u00a0 There are two editions, 2002 and 2018.\u00a0 Without a date, which edition would you use? This new language states you use the latest edition if no date is provided.\u00a0 Probably obvious but as I say in my training classes, if it is not in writing, how do you enforce it?<\/p><\/li><\/ul><hr data-start=\"2130\" data-end=\"2133\" \/><h3 data-start=\"2135\" data-end=\"2165\">Article 100 \u2013 Definitions<\/h3><ul data-start=\"2166\" data-end=\"2803\"><li data-start=\"2166\" data-end=\"2352\"><p data-start=\"2168\" data-end=\"2352\"><strong data-start=\"2168\" data-end=\"2177\">Alcance<\/strong> \u2013 Clarifies that if an article number in parentheses follows a definition, it applies only within that article. Example: <em data-start=\"2299\" data-end=\"2321\">Battery Effect (310)<\/em> applies only to Article 310.<\/p><\/li><li data-start=\"2353\" data-end=\"2541\"><p data-start=\"2355\" data-end=\"2541\"><strong data-start=\"2355\" data-end=\"2379\">B\u00fasqueda electr\u00f3nica<\/strong> \u2013 Definitions have been reformatted to improve electronic searchability. NFPA has a great online subscription service known as ILINK.\u00a0 When searching for a term, the new formatting makes it simpler.\u00a0 For example, <em data-start=\"2466\" data-end=\"2487\">L\u00edmite, arco el\u00e9ctrico<\/em> now includes <em data-start=\"2501\" data-end=\"2523\">(Arc Flash Boundary)<\/em> in parentheses since that is how most people refer to this term.<\/p><\/li><li data-start=\"2542\" data-end=\"2700\"><p data-start=\"2544\" data-end=\"2700\"><strong data-start=\"2544\" data-end=\"2557\">Protector<\/strong> \u2013 Defined as: <em data-start=\"2572\" data-end=\"2635\">\u201cA glove or mitten to be worn over rubber insulating gloves.\u201d<\/em> This removes ambiguity over leather vs. nonleather protectors.<\/p><\/li><li data-start=\"2701\" data-end=\"2803\"><p data-start=\"2703\" data-end=\"2803\"><strong data-start=\"2703\" data-end=\"2716\">Radiation<\/strong> \u2013 New definitions were added for <em data-start=\"2750\" data-end=\"2771\">Radiation, Ionizing<\/em> y <em data-start=\"2776\" data-end=\"2800\">Radiation, Nonionizing<\/em>.<\/p><\/li><\/ul><hr data-start=\"2805\" data-end=\"2808\" \/><h3 data-start=\"2810\" data-end=\"2894\">Article 110 \u2013 General Requirements for Electrical Safety-Related Work Practices<\/h3><ul data-start=\"2895\" data-end=\"4394\"><li data-start=\"2895\" data-end=\"3032\"><p data-start=\"2897\" data-end=\"3032\"><strong data-start=\"2897\" data-end=\"2912\">110.1 \u00c1mbito de aplicaci\u00f3n<\/strong> \u2013 New scope statement: <em data-start=\"2936\" data-end=\"3030\">\u201cThis article covers the general requirements for electrical safety-related work practices.\u201d<\/em><\/p><\/li><li data-start=\"3033\" data-end=\"4150\"><p data-start=\"3035\" data-end=\"3166\"><strong data-start=\"3035\" data-end=\"3077\">110.2 Condiciones de trabajo el\u00e9ctricamente seguras<\/strong> \u2013 Sections 110.3 and 110.4 have been consolidated into 110.2, with multiple revisions:<\/p><ul data-start=\"3169\" data-end=\"4150\"><li data-start=\"3169\" data-end=\"3320\"><p data-start=\"3171\" data-end=\"3320\"><strong data-start=\"3171\" data-end=\"3190\">Pol\u00edtica 110.2(A)<\/strong> \u2013 Formerly \u201cPriority,\u201d now requires employers to establish, document, and implement an electrically safe work condition policy.<\/p><\/li><li data-start=\"3323\" data-end=\"3391\"><p data-start=\"3325\" data-end=\"3391\"><strong data-start=\"3325\" data-end=\"3340\">110.2(A)(1)<\/strong> \u2013 Hazard elimination must be the first priority.<\/p><\/li><li data-start=\"3394\" data-end=\"3545\"><p data-start=\"3396\" data-end=\"3545\"><strong data-start=\"3396\" data-end=\"3411\">110.2(A)(2)<\/strong> \u2013 New Informational Note 4 allows documentation in the employer\u2019s electrical safety program, management system, or similar records.<\/p><\/li><li data-start=\"3548\" data-end=\"3740\"><p data-start=\"3550\" data-end=\"3740\"><strong data-start=\"3550\" data-end=\"3576\">110.2(B) Cuando sea necesario<\/strong> \u2013 Exception No. 1 revised to \u201cnormal operation of electric equipment.\u201d A seventh condition was added: <em data-start=\"3679\" data-end=\"3738\">\u201cThe equipment is rated for the available fault current.\u201d<\/em><\/p><\/li><li data-start=\"3743\" data-end=\"3840\"><p data-start=\"3745\" data-end=\"3840\"><strong data-start=\"3745\" data-end=\"3769\">Nota informativa 2<\/strong> \u2013 References NEMA GD 1-2019 for guidance on water-damaged equipment.<\/p><\/li><li data-start=\"3843\" data-end=\"4027\"><p data-start=\"3845\" data-end=\"4027\"><strong data-start=\"3845\" data-end=\"3864\">Exception No. 2<\/strong> \u2013 Allows operation of an energized disconnecting means or isolating element under specific conditions, provided a risk assessment confirms no unacceptable risk.<\/p><\/li><li data-start=\"4030\" data-end=\"4150\"><p data-start=\"4032\" data-end=\"4150\"><strong data-start=\"4032\" data-end=\"4051\">Exception No. 5<\/strong> \u2013 Expanded for equipment under 50 volts, considering source capacity and overcurrent protection.<\/p><\/li><\/ul><\/li><li data-start=\"4151\" data-end=\"4240\"><p data-start=\"4153\" data-end=\"4240\"><strong data-start=\"4153\" data-end=\"4182\">110.3 Job Safety Planning<\/strong> \u2013 A new requirement: <em data-start=\"4204\" data-end=\"4238\">\u201cf. An emergency response plan.\u201d\u00a0<\/em>If an emergency occurs, you do not want to be reacting.\u00a0 You want the plan in place ahead of time.<\/p><\/li><li data-start=\"4241\" data-end=\"4394\"><p data-start=\"4243\" data-end=\"4394\"><strong data-start=\"4243\" data-end=\"4275\">110.4(A)(1) Qualified Person<\/strong> \u2013 The word \u201cSpecial\u201d changed to \u201capplicable,\u201d and \u201ccan\u201d was changed to \u201cshall\u201d to emphasize mandatory qualification requirements.<\/p><\/li><\/ul><hr data-start=\"4396\" data-end=\"4399\" \/><h3 data-start=\"4401\" data-end=\"4468\">Article 120 \u2013 Establishing an Electrically Safe Work Condition<\/h3><ul data-start=\"4469\" data-end=\"4760\"><li data-start=\"4469\" data-end=\"4581\"><p data-start=\"4471\" data-end=\"4581\"><strong data-start=\"4471\" data-end=\"4503\">120.5(A)(1) Locating Sources<\/strong> \u2013 A new note was added regarding a possible hazard from neutrals carrying current after de-energization.<\/p><\/li><li data-start=\"4582\" data-end=\"4678\"><p data-start=\"4584\" data-end=\"4678\"><strong data-start=\"4584\" data-end=\"4613\">120.5(B)(2) Stored Energy<\/strong> \u2013 This term was revised to address mechanical energy sources and not just springs.<\/p><\/li><li data-start=\"4679\" data-end=\"4760\"><p data-start=\"4681\" data-end=\"4760\"><strong data-start=\"4681\" data-end=\"4690\">120.6<\/strong> \u2013 Renumbered from 120.5; clarifies testing at each <em data-start=\"4742\" data-end=\"4758\">point of work.<\/em> When testing absence of voltage, conduct the test at the work location, not upstream or some other location.<\/p><\/li><\/ul><hr data-start=\"4762\" data-end=\"4765\" \/><h3 data-start=\"4767\" data-end=\"4819\">Article 130 \u2013 Work Involving Electrical Hazards<\/h3><ul data-start=\"4820\" data-end=\"6248\"><li data-start=\"4820\" data-end=\"5009\"><p data-start=\"4822\" data-end=\"5009\"><strong data-start=\"4822\" data-end=\"4871\">130.4(E) L\u00edmites de protecci\u00f3n contra descargas el\u00e9ctricas<\/strong> \u2013 AC and DC tables were revised to align with OSHA minimum approach distances. Minor rounding adjustments were also made as well as a new note on elevation added.<\/p><\/li><li data-start=\"5010\" data-end=\"5184\"><p data-start=\"5012\" data-end=\"5184\"><strong data-start=\"5012\" data-end=\"5047\">130.5 Evaluaci\u00f3n del riesgo de arco el\u00e9ctrico<\/strong> \u2013 Relocated informational notes clarify PPE requirements even when doors are closed, as tests show doors may not fully contain energy.\u00a0 In my arc flash work in the lab, I have seen doors blow open many times and you can&#8217;t predict when doors will or will not blow open unless it is specially designed arc resistant equipment.\u00a0<\/p><\/li><li data-start=\"5185\" data-end=\"5284\"><p data-start=\"5187\" data-end=\"5284\"><strong data-start=\"5187\" data-end=\"5205\">Table 130.5(C)<\/strong> \u2013 Column header changed from <em data-start=\"5235\" data-end=\"5256\">Estado del equipo<\/em> to <em data-start=\"5260\" data-end=\"5282\">Operating Condition.<\/em><\/p><\/li><li data-start=\"5285\" data-end=\"5444\"><p data-start=\"5287\" data-end=\"5444\"><strong data-start=\"5287\" data-end=\"5331\">130.5(G) M\u00e9todo de an\u00e1lisis de energ\u00eda incidente<\/strong> \u2013 A new note warns that changes to transformer size, protective devices, or settings may alter analysis results. If a label is worn or faded, it may be difficult to read the important information that is necessary for a risk assessment.\u00a0\u00a0<\/p><\/li><li data-start=\"5547\" data-end=\"6087\"><p data-start=\"5549\" data-end=\"5593\"><strong data-start=\"5549\" data-end=\"5591\">130.7(C) Personal Protective Equipment<\/strong><\/p><ul data-start=\"5596\" data-end=\"6087\"><li data-start=\"5596\" data-end=\"5720\"><p data-start=\"5598\" data-end=\"5720\">Revised to allow \u201cnoncontact capacitive test instruments\u201d or \u201cpermanently installed metering devices\u201d beyond 1000 volts.<\/p><\/li><li data-start=\"5723\" data-end=\"5805\"><p data-start=\"5725\" data-end=\"5805\">Hearing protection is now required simply by being within the arc flash boundary. In the past it stated &#8220;working&#8221; within the arc flash boundary.\u00a0 &#8220;Well, I&#8217;m not working so I don&#8217;t need hearing protection&#8221; &#8211; wrong answer!<\/p><\/li><li data-start=\"5808\" data-end=\"5895\"><p data-start=\"5810\" data-end=\"5895\">The term <em>Gauntlet<\/em> was replaced with \u201cminimum distance between protective cuff and glove cuff.\u201d Gauntlet was not a widely understood term other than &#8220;I throw down the gauntlet and challenge you to a duel&#8221; which is not encouraged in the world of electrical safety.<\/p><\/li><li data-start=\"5898\" data-end=\"6087\"><p data-start=\"5900\" data-end=\"6087\"><strong data-start=\"5900\" data-end=\"5925\">Table 130.7(C)(15)(b)<\/strong> \u2013 Major revisions; arc flash PPE categories for DC systems now apply to &gt;150 V and &lt;600 V. Tests show minimal arc risk at 125 Vdc below 17,000 A fault current.<\/p><\/li><\/ul><\/li><li data-start=\"6088\" data-end=\"6248\"><p data-start=\"6090\" data-end=\"6248\"><strong data-start=\"6090\" data-end=\"6121\">130.8(M) Reclosing Circuits<\/strong> \u2013 Clarifies that only a qualified person can authorize re-energization, and removes ambiguity about \u201crepetitive\u201d operations.<\/p><\/li><\/ul><hr data-start=\"6250\" data-end=\"6253\" \/><h3 data-start=\"6255\" data-end=\"6324\">Nuevo Anexo Informativo S \u2013 Evaluaci\u00f3n del Estado de Mantenimiento<\/h3><p data-start=\"6325\" data-end=\"6468\">This new annex provides nonmandatory guidance for identifying sources of information useful in evaluating the maintenance condition of electrical equipment.<\/p><hr data-start=\"6470\" data-end=\"6473\" \/><h3 data-start=\"6475\" data-end=\"6501\">Looking Ahead to 2027<\/h3><p data-start=\"6502\" data-end=\"6712\">Once the 2024 edition is released, attention will quickly shift to the 2027 revision cycle.
