Can ETAP be utilized for 34.5kV power system as ETAP follows IEEE1584 which is only limited to 15kV . If not then which software and standard is suitable for 34.5kV .

If you are in the USA, OSHA 1910.269 Appendix E does not recommend using IEEE 1584 for above 15kV. The recommended software is ArcPro. I know EasyPower has an option to use the Lee equation above 15kV and this is defaulted on. I suspect other software packages would have the same.
OSHA notes for Table 3 in Appendix E that use of the Lee equation is considered acceptable for the purposes of assessing whether the incident energy exceeds 2.0 cal/cm2, the results at greater than 15kV are extremely conservative and unrealistic.

According to their website the do have a model above 15 kV up to 800 kV. I heard it is not based on the Lee equations but some other algorithm. You will need to check that out.

The ETAP module is called ArcFault. Some other posts in this forum discuss it.

ETAP does contain a module that can be utilized for Arc Flash analysis on equipment above 15kV. ETAP Arc Fault can be used for systems from 1 kV to 1000kV and is in compliance with OSHA's requirements. The Arc Fault program allows the simulation of different types of faults in 3-phase and 1-phase systems and is integrated with Short Circuit and Star - Protective Device Coordination.
IEEE has a published paper on this topic titled "High Voltage Arc Flash Assessment and Applications" which you can read for more information regarding the application of High Voltage Arc Flash Assessment using various commercially-available software including Arc Fault.

While there may be methods in some software packages that can be used for above 15kV, I tend to stick with the methods recommended by OSHA in 1910.269 Appendix E. If there were an incident and OSHA and/or legal involved, I would think it would easier to mount a defense by following what OSHA recommended instead trying to prove the method used is equivalent to OSHA's recommended method.

I believe the values used in NESC were obtained by the use of ArcPro.

Not entirely accurate as the note to 1910.269(a)(1)(i)(A) states: "The types of installations covered by this paragraph include the generation, transmission, and distribution installations, as well as equivalent installations of industrial establishments." So there are parts of an industrial facility that may fall under 1910.269 depending on the facility. For example: a facility with a cogen unit would fall under 1910.269 as well as a facility that has a 15 kV distribution system.
