Five simple words “at each point of work” were added to step 7 of the Process for Establishing and Verifying an Electrically Safe Work Condition.  Step 7 is testing absence of voltage and the language now states:

Use an adequately rated portable test instrument to test each phase conductor or circuit part at each point of work to test for the absence of voltage.

It is a simple concept. If you are working on a piece of equipment, you test for absence of voltage where the work is being performed.  You do NOT verify absence of voltage by testing at an alternate location such as the upstream equipment serving the work location.
